PROBLEM TO BE SOLVED: To improve encoding efficiency of motion information while suppressing a load when processing the motion information.SOLUTION: A first mode detection portion, in a first inter-image prediction mode using motion vector information that encoding information of a reference block to be specified by an index has, allocates priorities to a plurality of reference block candidates and outputs indexes of the plurality of reference block candidates according to the priorities. A second mode detection portion, in a second inter-image prediction mode using a differential motion vector between a prediction motion vector based on the motion vector information that the encoding information of the reference block to be specified by the index has and a motion vector of an encoding object block, allocates priorities to the plurality of the reference block candidates and outputs the indexes of the plurality of the reference block candidates and the differential motion vector according to the priorities.SELECTED DRAWING: Figure 2
