<P>PROBLEM TO BE SOLVED: To provide a power supply device which can change an electric field by using a signal whose phase is shifted with a simple structure, and an image forming device. <P>SOLUTION: A bridge circuit 56 sets potentials to a terminal A and a terminal B in response to a control of a bridge control circuit 58. A first switching circuit 582 performs an operation for switching between an SW 1 and an SW 3 according to a level of a first pulse signal. A comparator 590 receives an output signal of a first low-pass filter 584 and an output signal of a second low-pass filter 588 to compare them in magnitude, and outputs to a second switching circuit 592 a second pulse signal whose level becomes high when a first response signal is greater than a second response signal.
