PROBLEM TO BE SOLVED: To enable a radio terminal, connected through a radio communication network, to select and use an arbitrary communication channel among a plurality of communication channels accommodated in a telephone control device.SOLUTION: A radio terminal control unit 14A notifies a radio terminal 30 of a channel condition of a communication channel through a data communication channel, and in response to a channel reservation request notified of from the radio terminal 30 using the data communication channel, decides reservation possibility on the basis of a channel condition of a target communication cell designated in the channel reservation request. According to possible reservation, the radio terminal control unit 14A reserves in a manner to associate the target communication channel with the radio terminal 30. When there is a call from the radio terminal 30 performing reservation using a voice communication channel, a call control unit 14B decides the possibility of relay connection on the basis of an effective time of the reservation and the channel condition of the target communication channel. According to a decision that the relay connection is possible, the call control unit 14B automatically answers the calling, to relay connect the voice communication channel of the radio terminal 30 to the target communication channel. |
