The device has a preform station transforming a paper web into a three-dimensional packaging product with a crush cavity that extends in a web direction. A separation station separates a paper web portion to desired length of the product from the preformed paper web. The separation station comprises a rotation cutter (173) whose cutting edge (175) lies transverse to a conveying direction (F) in which the paper web portion exits the preform station. A circulation path of the cutting edge is arranged such that the cutting edge crosses a circulation path of the paper web portion during rotation. An independent claim is also included for a method for manufacturing a three-dimensional packaging product.
