The tape (1) has two end regions that are integrated with spacers (5) provided at outer periphery (7) of flange connection portion (2). The spacers are formed on flange connection portion facing side of main portion at specific intervals in the form of transverse webs (8). A locking device is provided against unintended loosening of main portion attached at flange connection portion. The locking device is provided with a hook and loop fastener.
