PROBLEM TO BE SOLVED: To provide an adhesive sheet in which a pattern can be easily drawn on a surface substrate by a user, and which is superior in usability, and to provide an embroidery sheet.SOLUTION: The adhesive sheet includes release paper 4, an adhesive layer 3 and a surface substrate 2 stacked in this order. The adhesive layer 3 is formed of an adhesive agent having water solubility or water dispersibility, the surface substrate 2 is formed of a transparent or translucent film containing a water-soluble polyvinyl alcohol (PVA)-based resin as a main component, and furthermore, an opacity based on JIS P 8149 in the whole sheet is set to be 20% or less. |
