According to an embodiment of the present invention, a device for measuring salinity of pore water contained in a soil specimen comprises: an air pressure supply device (C) to generate high pressure air; an air nozzle (120) to discharge the high pressure air received from the air pressure supply device (C); a specimen compression tank (110) wherein the high pressure air discharged from the air nozzle (120) flows thereinto, and soil stored in an internal space thereof is pressed to produce pore water (W); and a pore water storage tank (140) which collects the pore water (W) flowing from the specimen compression tank (110) into an internal storage space thereof, and comprises a salt concentration measurement sensor (150) arranged in the internal storage space to measure a salt concentration of the pore water (W). Therefore, according to the device for measuring salinity of pore water contained in a soil specimen and an operating method thereof, high pressure air supplied from the external air pressure supply device flows into the specimen compression tank holding the soil specimen, and the pore water compressed and discharged from the soil specimen is collected into the separate storage tank to measure a salt concentration of the pore water to obtain shear and compaction properties of the soil specimen.
