Disclosed is an apparatus for fabricating a transparent surface heater. The apparatus for fabricating a transparent surface heater using a roll-to-roll hybrid printing method according to the present invention is configured to comprise: a feeding roller which feeds a transparent substrate in a roll state; an injector which injects UV curable resin into a surface of the substrate fed by the feeding roller; an engraving roller which prints an engraved pattern on the substrate coated with the UV curable resin; an ink coater which coats the engraved pattern, drawn out of the engraving roller, with conductive ink; and a blader which removes remaining ink of the substrate coated with the conductive ink. Therefore, the apparatus has effects of enabling fine-line width printing which cannot be viewed by the naked eye, since a fine pattern can be printed and printing thickness can be controlled; enabling the operation thereof at low voltage since low-resistance printing is possible; and reducing consumption of energy due to use of the fine pattern.
