The present invention relates to a system for administering active ingredients comprising nanocapsules with a diameter less than 1 µm comprising a polyarginine salt, a negative phospholipid and an oil. The invention also relates to methods for obtaining said nanocapsule system, the pharmaceutical and cosmetic compositions thereof, as well as the use thereof in medicine, particularly in the preparation of a drug for treating cancer.
