PROBLEM TO BE SOLVED: To provide a communication controller, system, and program for preventing a plurality of controllers configuring redundancy of a communication control system from simultaneously managing a terminal.SOLUTION: A communication controller 30 provided as a standby device for a call controller 20 for receiving a call processing request signal from a call origination terminal T1 to a call incoming terminal T2 to perform call processing between the call origination and call incoming terminals includes: a monitoring unit 32 for monitoring an operation state of the call controller 20; a substitution call processing unit 33 configured so as to perform substitution call processing in stead of the call controller 20; a transfer unit 34 configured so as to perform transfer processing for call processing by the call controller 20; and a switching control unit 35 that switches whether to perform substitution call processing using the substitution call processing unit 33 or perform transfer processing using the transfer unit 34, receives a call processing request signal, and, when it is determined by the monitoring unit 32 that the call controller 20 can normally perform call processing, transmits a control signal for transfer processing to the transfer unit 34.SELECTED DRAWING: Figure 1 |
