PROBLEM TO BE SOLVED: To reduce transmission delay in transmission of video data.SOLUTION: A hierarchical coding unit encodes an inputted video to coded data of a plurality of layers corresponding to different qualities, respectively, a transmission possible rate estimation unit estimates a transmission rate capable of transmitting the coded data based on the transmission state thereof, and a layer selection unit selects the number of layers so that the total between layers of the transmission rate related to the coded data and the transmission rate related to the coded data for which retransmission has been requested does not exceed the transmission rate estimated by the transmission possible rate estimation unit.SELECTED DRAWING: Figure 2 |
