PROBLEM TO BE SOLVED: To provide a function to limit the use of communication capacity when communication capacity of a radio communication line with limited communication capacity is transferred.SOLUTION: A communication capacity management device comprises: a communication capacity transfer unit that, regarding a first radio communication line and a second radio communication line which are radio communication lines with limited communication capacity, transfers desired communication capacity from the residual capacity of communication capacity of the first radio communication line to the second radio communication line; a residual capacity management unit that manages the residual capacity of communication capacity of each of the first radio communication line and the second radio communication line, and the communication capacity transferred from the other radio communication line included in the residual capacity; and a residual capacity use control unit that controls the use of the residual capacity on the basis of the residual capacity and the communication capacity transferred from the other radio communication line included in the residual capacity managed by the residual capacity management unit.SELECTED DRAWING: Figure 1
