PROBLEM TO BE SOLVED: To solve such a problem that it may be difficult to control video image data, subjected to timer scalability coding based on a Temporal ID, to a desired bit rate or frame rate.SOLUTION: An image processing apparatus encodes a frame to be encoded by using encoding means for classifying frames constituting a video image to time hierarchy, giving an identifier of time hierarchy to each frame and encoding each frame based on predetermined coded parameters, first acquisition means for acquiring information about the time hierarchy to which the frame to be encoded belongs, based on the identifier of time hierarchy given to the frame to be encoded, determination means for controlling the bit rate allowed to the frame to be encoded, based on the information about the time hierarchy acquired by the first acquisition means, and determining coded parameters to be used when encoding the frame to be encoded, and the coded parameters determined by the determination means.SELECTED DRAWING: Figure 5 |
