PROBLEM TO BE SOLVED: To provide a conductive member that can provide a desired initial value of electric resistance and can suppress an increase in electric resistance value due to continuous energization, a conductive roller including an elastic layer formed of the conductive member, and an image forming apparatus using the conductive roller.SOLUTION: A conductive member of the present invention comprises an ultraviolet curable resin obtained by curing, by ultraviolet irradiation, a composition including (A) a urethane (meth)acrylate oligomer, (B) photopolymerization initiator, and (C) ion conductive agent, where (C) the ion conductive agent includes an organic boron complex salt and a compound having a structure represented by the following general formula (1); and the formulation amount of the organic boron complex salt is 0.2 parts by mass relative to 100 parts by mass of a curable component of the composition.
