PROBLEM TO BE SOLVED: To provide a manufacturing method or the like of a glass substrate which can suppress removal of a black matrix by eliminating a liquid containing a cleaning agent on the glass substrate by a contact-cleaning unit.SOLUTION: A manufacturing method of a glass substrate for a color filter having black matrix resin formed on a surface includes: a cleaning process of supplying a cleaning liquid containing an inorganic-alkali cleaning agent with a surface active agent added and cleaning; a rinsing process of penetrating a rinse liquid in the cleaning liquid adhered to the surface of the glass substrate in the cleaning process; and an eliminating process of eliminating the cleaning liquid with the rinse liquid penetrated in the rinsing process by passing through the contact-cleaning unit arranged from one end over the other end of the glass substrate.SELECTED DRAWING: Figure 4
