PROBLEM TO BE SOLVED: To provide a surface treatment apparatus which can make a surface of a fiber-reinforced resin molded item into a rough surface while inhibiting breaking of fibers, and to provide a surface treatment method.SOLUTION: A surface treatment apparatus 10 includes: a plurality of particles 100 formed of a thermoplastic resin; a cooling part 140 configured to cool the particles; and a projection part 110 which projects the particles to a fiber-reinforced resin molded item 150. The surface treatment apparatus 10 makes a surface of the fiber-reinforced resin molded item into a rough surface.SELECTED DRAWING: Figure 1
