According to the present invention, a device to generate a maritime distress signal includes: a transceiver module generating a satellite signal and vehicle information of a distress target as a distress signal; a horizontal air tube attached to the transceiver module; a GPS antenna attached to the air tube, and delivering the satellite signal to the transceiver module by receiving the signal; and a transmission antenna attached to the air tube, and wirelessly transmitting the distress signal, generated from the transceiver module. Therefore, the present invention is capable of more effectively preventing a degradation of distress signal by exposing the distress signal generator on the water.
