The purpose of the present invention is to reduce a request report load of a reporter and reduce the possibility of an unstable control by easing a constraint condition for discriminating a request. An apparatus (1) of discriminating a request comprises: a request discriminating unit (5); a control plan memory unit (4) memorizing a control plan, which determines a rule changing a control setting value of air conditioning in response to a request for the air conditioning from a reporter, based on a temporary request and a continuous request; a control plan determining unit (3) determining a control plan corresponding to a discrimination result of the request discrimination unit (5) as a control plan applied to an air conditioning device (6); and a device control unit (2) controlling the air conditioning device (6) based on the determined control plan. The request discrimination unit (5) includes: an input means receiving a request for air conditioning from a reporter; and a discrimination treating means discriminating whether the request from the reporter is temporary or continuous.
