PROBLEM TO BE SOLVED: To appropriately report offset between radio frames from a plurality of base stations to a base station.SOLUTION: A user device having a function to communicate with a plurality of base stations by dual connectivity comprises: measuring means that, in a state in which the user device is not communicating by the dual connectivity, receives, from a base station forming a serving cell of the user device, measurement setting information to instruct the user device to report offset indicating positional difference between a radio frame in a measurement object cell and a radio frame in the serving cell, and measures the offset according to the measurement setting information; and measurement reporting means that reports the offset measured by the measuring means to the base station forming the serving cell.SELECTED DRAWING: Figure 5 |
