The present invention reduces restrictions on processing timing in linear prediction. A moving image decoding device (100) for decoding a moving image having a plurality of color components is provided with a prediction coefficient derivation unit, an inter-channel reference pixel generation unit, and an intra prediction pixel generation unit. The prediction coefficient derivation unit and the inter-channel reference pixel generation unit linearly predict a reference pixel for a color difference component using a reference pixel used for intra prediction of a luminance component. The intra prediction pixel generation unit intra predicts a prediction object block for the color difference component using the reference pixel for the color difference component, the reference pixel of the color difference component being linearly predicted by the prediction coefficient derivation unit and the inter-channel reference pixel generation unit.
