PROBLEM TO BE SOLVED: To provide a navigation system, navigation method, and program with which safety of a user can further be improved.SOLUTION: A visible map creation part 11 extracts, on the basis of three-dimensional map information provided from a geographical information system 2, landmarks the positions of the presence of which can be perceived by each of a plurality of nodes in a road network on a map, for each of the nodes. A route searching part 12 searches for a route that makes it possible to move between the nodes from a departure point to a destination so as to reduce the number of the landmarks to be road signs and the frequency of switching on the basis of the landmarks for the respective nodes extracted by the visible map creation part 11.SELECTED DRAWING: Figure 3
