Provided are a movement control device for a work vehicle, and a work vehicle, with which the work vehicle can be moved appropriately to a target position outside of a prescribed travel region. The present invention is equipped with: a travel segment storage unit (250) that stores a travel segment which is set in advance in a prescribed travel region (63), and along which a dump truck (20) travels autonomously; a target position setting unit (251) that sets a target position (50) outside of the prescribed travel region (63) to which the dump truck (20) has arrived; a distance measuring unit (252) that measures the travel distance of the dump truck (20), from the position of the dump truck (20) acquired using a position acquisition device (220) provided in the dump truck (20), to the target position (50) set by the target position setting unit (251); and an autonomous travel control unit (253) that controls the dump truck (20) so as to move to the outside of the travel segment (321) stored by the travel segment storage unit (250), and to travel autonomously toward the target position (50) by the travel distance measured by the distance measurement unit (252).
