Disclosed is a titanium cast piece for hot rolling that is made from an industrial pure titanium, wherein: a structurally refined layer having an acicular structure is provided on the outermost surface of a surface serving as a rolling surface; an inside structurally refined layer having an acicular structure is provided on the inside of said structurally refined layer; a casting solidification structure is present on the inside of said inside structurally refined layer; said structurally refined layer has a more refined structure than said inside structurally refined layer; said structurally refined layer is present within a depth range of from 1 mm to less than 6 mm from the surface; and said inside structurally refined layer is on the inside of said structurally refined layer, and is present within a depth range of from 3 mm to 20 mm inclusive from the surface.
