The present invention provides a communication method of a base station in an environment where a first carrier with a licensed band frequency and a second carrier with a non-licensed band frequency are aggregated. The base station: gives a command of activation regarding the second carrier to a terminal through at least one of the first carrier and a third carrier with a non-licensed band frequency; receives a report of channel state information on the second carrier from the terminal through the first carrier; and transmits data to the terminal through the second carrier. According to the present invention, a radio resource can be effectively allocated and used.
