The invention discloses a method for a base station (eNB) to transmit a physical layer signaling, which comprises the following steps that: each user is provided with a timer, and the timer period of each user is respectively determined; each user is respectively notified of the timer period; and after the user is dispatched, if one user is dispatched, whether a physical layer signaling is required to transmit to the user or not is determined according to the dispatching result and the timing result of the timer which is set for the user, if SO, the physical layer signaling is transmitted to the user through a physical downlink control channel (PDCCH), and the timer of the user is started or restarted. The invention also provides a method for the user terminal to receive the physical layer signaling and an eNB as well as a user terminal. Due to the adoption of the method and the device, the resource for transmitting the physical layer signaling can be effectively reduced, and the throughput of a long term evolution (LTE) system can be improved. |
