The present invention relates to a heating mat capable of partially controlling a temperature. The heating mat capable of partially controlling a temperature comprises: a mat main body having an elastic lagging material installed therein; a plurality of passages installed in the mat main body to heat the mat main body according to an inner hot water circulation; and a connector connected with the mat main body to supply and collect hot water through the passage and control the discharge or distribution of the hot water circulating in the passages to selectively increase the temperature of the mat main body.
