<P>PROBLEM TO BE SOLVED: To provide a band control system that can implement band control deploying band control rules used relatively frequently in a band control rule table. <P>SOLUTION: The band control system includes a band control apparatus (1) for performing band control by deploying band control rules used relatively frequently in a band control rule table (active rule table 141, inactive rule table 142) in which a finite number of band control rules are registered.
