The present invention relates to an apparatus for manufacturing micorbubble-type multifunctional water containing microbubbles generated in electrolyzed water converted by inducing a catalytic reaction under the supply of a predetermined level of direct voltage and current to an aqueous solution containing diluted hydrochloric acid and other electrolytes. The apparatus includes: a chemical tank (10) for receiving a starting solution therein; an electrolysis tank (20) for supplying direct voltage and current to the starting solution in the chemical tank and inducing a catalytic reaction to carry out conversion into electrolyzed water (HOCl); a feed pump (30) for conveying the starting solution from the chemical tank to the electrolysis tank; a storage tank (40) for storing the water electrolyzed by the electrolysis tank; a rotation flow type contact device (50) disposed in the inner space of the storage tank to generate microbubbles in the electrolyzed water; and a pressurization pump (60) for supplying the electrolyzed water stored in the storage tank to the rotation flow type contact device so that a predetermined level of pressure may be applied to the rotation flow type contact device, wherein the electrolyzed water in the storage tank (40) containing preliminarily formed microbubbles is circulated repeatedly from the pressurization pump (60) to the rotation type contact device (50) to obtain multifunctional water containing ultramicro-bubbles generated therein.
