<P>PROBLEM TO BE SOLVED: To suppress an instable state that a strip type medium is rewound or wound. <P>SOLUTION: A rewinding/winding device 2 of a strip type medium M includes a rewinding/winding section 22, a conveying/holding section 23, and a tension applying mechanism 60 that has a tension applying member 25 and an arm member 26 for swingingly supporting both ends of the tension applying member 25 and applies tension to the strip type medium M.
