<P>PROBLEM TO BE SOLVED: To provide a highly safe heating mat with excellent accident prevention, having a configuration to solve defects generated during a manufacturing process. <P>SOLUTION: A heating mat 11 for covering and heating an object to be covered includes a linear heater 15 having at least a heating part covered with a flame-retardant sheet, arranged between resin sheets 12 and 13 on both front and rear sides. The heating mat 11 is provided with holding means 16 for fixing the linear heater 15. The holding means 16 includes a fixture 17 having a pair of free edges 17b and 17c arranged between the resin sheets 12 and 13 on both front and rear sides.
