The present invention relates to a method and a device for transmitting and receiving a signal between a machine type communication (MTC) terminal and a base station and, more particularly, to a method and a device for setting a coverage improvement level for repeated signal transmission and reception operations of the MTC terminal for each cell. The method according to the present invention for signal transmission and reception by the machine type communication (MTC) terminal includes: a step of receiving maximum coverage improvement level information from the base station; a step of determining a coverage improvement level value for uplink signal transmission based on the maximum coverage improvement level information; and a step of repeatedly transmitting an uplink signal a predetermined number of times in accordance with the coverage improvement level value.
