A combined cycle power generation system is disclosed. The combined cycle power generation system, according to the present invention, heats and evaporates the refrigerants of a heat pump by installing the heat pump in one side of a waste heat recovery boiler and using the heat of exhaust gas exhausted from the waste heat recovery boiler. And, the combined cycle power generation system generates steam by heating seawater using the evaporated refrigerants of the heat pump and cools the steam to make fresh water. Thus, the present invention reduces energy saving effects as the heat of the exhaust gas exhausted from the waste heat recovery boiler can be used.
