Disclosed are a lifting device and a launching device with the same. A lifting device according to an embodiment of the present invention includes an aligning unit connected to a main frame on which a drum winding or unwinding a cable is seated and winding or unwinding the cable by aligning the cable. The aligning unit includes: left and right alignment supporting plates connected to vertical guide shafts arranged formed in both sides of the drum and joined by a fixating shaft formed in a transverse direction; a guide frame joined to the alignment supporting plates and having both sides wherein the horizontal guide shaft is formed; an auxiliary roller formed in an auxiliary frame joined to the horizontal guide shafts; a pressing roller positioned in the rear side of the auxiliary roller and operated between the horizontal guide shafts; and an aligning roller arranged between the alignment supporting plates to face the drum. The purpose of the present invention is to provide the lifting device capable of stably and efficiently winding or unwinding the cable and the launching device with the same.
