normalize the dynamic input; determine a charging equation based at least in part on a normalized set of inputs, wherein the dynamic input comprises a normalized input of the normalized set of inputs that is dynamic; determine an inflection point based at least in part on a charging structure database, wherein the inflection point is redetermined in the event that the dynamic input changes; and determine a communication charge based at least in part on the charging equation and the inflection point.
