The present invention relates to an apparatus and a method for controlling a multi-path data flow in a communication system. The apparatus for controlling a data flow in a communication system according to an embodiment of the present invention includes: a receiving unit receiving data on a particular sub-flow among multiple sub-flows; a control unit calculating an optimum transmission speed for the received data, determining a window reference value generating the optimum transmission speed, and generating an artificial response message in a case where a window magnitude with respect to the particular sub-flow is equal to or greater than the window reference value; and a transmitting unit transmitting the artificial response message to a receiving node.
