PROBLEM TO BE SOLVED: To determine whether or not to execute cooperative control for voltage rise suppression control, without using a variation in effective power.SOLUTION: A controller controls a power output unit for outputting AC, through a lead-in line, to a power transmission line for performing AC power transmission. The controller comprises: a voltage variation acquisition unit for acquiring a voltage variation at a detection point between the voltage output unit and a connection point between the power transmission line and the lead-in line; a phase difference variation acquisition unit for acquiring phase difference variations in current and voltage at the detection point; and a power control unit for instructing the power output unit to increase phase advance reactive power or decrease effective power, when a reference condition that a voltage variation has a negative value and a phase difference variation has a positive value is satisfied.SELECTED DRAWING: Figure 1
