The present invention relates to an apparatus and a method for coating a coal-fired boiler comprising: an electric heating surface which forms a flame therein; a first pulverizer which forms a fireball by inputting coal to the inside of the electric heating surface; a position sensing part which senses the position where the fireball is formed; an internal environment control part which controls the internal environment of the electric heating surface based on the position where the fireball is formed as sensed by the position sensing part; and a second pulverizer which introduces a coating agent to the inside of the electric heating surface when the position where the fireball is formed is inside a preset space. Therefore, costs for coating an electric heating surface and a tube in a coal-fired boiler can be reduced and a coating can be safely executed.
