PROBLEM TO BE SOLVED: To provide an IC module applicable to various purposes, as well as an IC card and a manufacturing method for the IC card.SOLUTION: An IC module includes: a tamper-resistant function part; a nonvolatile storage part; and a management part. The tamper-resistant function part has a function of tamper-resistance. The rewritable nonvolatile storage part stores level information prescribing the operation level of the tamper-resistant function part. The management part makes the tamper-resistant function part operate based on the level information.SELECTED DRAWING: Figure 3
