PROBLEM TO BE SOLVED: To suppress an excessive call of a staff in a facility when detecting the abnormality of a user.SOLUTION: An input part 101 inputs the identification information of a user transmitted from a monitoring system to an acquisition part 111. The acquisition part 111 receives a user ID and a bed ID from the input part 101, and stores it in a reading log 123. A determination part 112 determines a notification level by using each user ID output from the acquisition part 111. A setting part 113 sets the notification level in a sensor. An output part 102 outputs the notification level transmitted from the setting part 113 to the sensor. A transmission part 114 transmits the information of an incident to each manager terminal selected in accordance with the notification level received from the sensor.SELECTED DRAWING: Figure 6
