The present invention provides a sintered flat heat dissipation element having an outer pin. The sintered flat heat dissipation element having an outer pin comprises a flat body unit, which has a plurality of heat sink pins provided in a surface and a plurality of passages for providing a space, where an operation fluid flow, provided inside the flat body unit. Each of the passages includes: a sintered wick provided in any one surface from upper and lower surfaces of the passages; and an uneven groove provided in the other surface facing the one surface from the upper and lower surfaces of the passages.
