PROBLEM TO BE SOLVED: To set information of a non-contact IC tag to only a target regulator.SOLUTION: A regulator (1) of the invention comprises: an identification information storage part (14) for storing unique identification information (ID_D); a non-contact communication part (11) for receiving a control parameter (DP) indicating a control condition of a control target device (2) and identification information (ID_T) of the regulator by short-range radio communication; a control parameter storage part (15); a determination part (102) for determining whether or not, the received identification information (ID_T) and the identification information (ID_D) stored in the identification information storage part match; an a writing control part (103).
