The present invention relates to a light extraction substrate for an organic light-emitting diode, and more particularly to a light extraction substrate for an organic light-emitting diode, which is capable of improving light extraction efficiency of an organic light-emitting diode through optimization of a layered structure capable of maximizing scattering efficiency, and to an organic light-emitting diode including the light extraction substrate. For this purpose, the present invention provides a light extraction substrate for an organic light-emitting diode, comprising a base substrate; a plurality of light scatterers which are disposed on the base substrate; a matrix layer which is formed on the base substrate in a form which covers the plurality of light scatterers; and a planarization layer which is formed on the matrix layer and whose surface comes in contact with an organic light-emitting diode, wherein at least any one of the light scatterers, the cover matrix layer, and the planarization layer has a different refractive index, and also provides an organic light-emitting diode including the light extraction substrate.
