The purpose of the present invention is to provide coordination between social infrastructure systems related to demand and supply of energy. Upon receipt of a participation request from a social infrastructure system (2), a management center (1) transmits to the social infrastructure system a common information model for describing characteristics related to demand and supply of energy and predetermined information-exchange information required for carrying out communication within a predetermined group. The social infrastructure system maps its own energy demand/supply characteristics to the common information model and transmits the mapping result to the management center. The management center determines whether or not the energy demand/supply characteristics of the social infrastructure system comply with the common information model on the basis of the mapping result and, if it is determined that there is compliance, transmits new encrypted information-exchange information to all social infrastructure systems participating in the predetermined group.
