PROBLEM TO BE SOLVED: To alleviate congestion in areas around an event site where a large number of people gather.SOLUTION: A congestion state detection part 11 detects a congestion state on a route; an interest information collection part 12 collects information on the interests of people on the route and calculates the number of people having interest for each of the interests; an interest-attraction relationship estimation part 13 estimates the relationship between the interest information and attractions; an attraction determination part 14 obtains the number of people to be kept waiting from the congestion state on the route, and determines an attraction in which the number of people to be kept waiting has interest. The determined attraction is held at an attraction site on the route, and thereby the congestion of the route is expected to be alleviated.SELECTED DRAWING: Figure 1
