In the solution, even if a terminal registers in both a first tracking area and a third tracking area, the first tracking area transmits a paging message to the terminal when the terminal satisfies a preset condition, and the third tracking area transmits the paging message to the terminal when the terminal does not satisfy the preset condition, such that the paging message does not need to be transmitted to the terminal by both the first tracking area and the third tracking area under all circumstance when the terminal is to be paged, thus avoiding a waste of radio resources and improving a utilization rate of radio resources.
