PROBLEM TO BE SOLVED: To provide an information distribution system which displays a guidance indicating merchandise arrangement on the portable electronic terminal carried by a user, and an information distribution method.SOLUTION: An information distribution system comprises a shop identification device and an information distribution device. A first storage unit of the shop identification device stores an identification code of a shop. A first reception processing unit receives an instruction for acquiring the identification code from a portable terminal (ACT22). A first transmission processing unit transmits the identification code to the portable terminal (ACT23). A second reception processing unit of the information distribution device receives the identification code and a merchandise list from the portable terminal (ACT31). A retrieval unit retrieves guidance information corresponding to the identification code (ACT32). A generation unit generates a merchandise arrangement guidance indicating an arrangement of each merchandise of the merchandise list on the basis of the guidance information and the merchandise list (ACT34).
