The purpose of the present invention is to enable a wireless base station to suitably determine sounding reference signal (SRS) dropping or power scaling by a user terminal in dual connectivity. Provided is a user terminal that uses dual connectivity to communicate with a first wireless base station for setting a first cell group and a second wireless base station for setting a second cell group, said user terminal comprising: a transmission unit that transmits a SRS to each cell group; and a control unit that controls the SRS transmission power to each cell group. The control unit determines the SRS transmission power to each cell group on the basis of whether the power required by a wireless base station is allocated as SRS transmission power.
