PROBLEM TO BE SOLVED: To provide an image processor capable of enhancing the encoding efficiency by utilizing correlation in movements of an image between the layers which are subject to scalable encoding.SOLUTION: The image processor includes: an information acquisition section 191 that acquires a piece of setting information relevant to a motion vector to be set to a first prediction unit, which is a piece of setting information for setting a motion vector, to a second prediction unit in a second layer corresponding to a first prediction unit in a first layer of an image including the first layer and the second layer upper than the first layer, which is subjected to scalable coding; and a motion vector setting section 192 that sets a motion vector to the second prediction unit by using the setting information acquired by the information acquisition section.SELECTED DRAWING: Figure 18 |
