Provided are an uplink signal transmission method, comprising: when a wireless access network device monitors that an unauthorized frequency band is in an idle state, determining an available subframe on the unauthorized frequency band, the available subframe containing a subframe n; utilizing, by the wireless access network device, the unauthorized frequency band in the subframe n to send an uplink scheduling instruction to a user equipment, the uplink scheduling instruction being used for instructing the user equipment to utilize the unauthorized frequency band or an authorized frequency band in the subframe n+i to send an uplink signal, wherein n and i are integers, n is greater than or equal to 0, and i is greater than or equal to 1; and utilizing, by the wireless access network device, a frequency band corresponding to the uplink scheduling instruction in the subframe n+i to receive the uplink signal sent by the user equipment. Correspondingly, also provided are a wireless access network device and a user equipment. By implementing the present invention, the uplink signal can be transmitted by utilizing the unauthorized frequency band.
