PROBLEM TO BE SOLVED: To accurately predict future traffic volume per unit area with low processing load on the basis of actual values of a traffic characteristic.SOLUTION: A communication log with positional information DB1 divides a monitoring area into geography-dependent unit areas, and stores communication logs per unit area. A traffic characteristic measuring unit 2 measures the number of calls and traffic volume a call per unit area. A unit area reorganization unit 23 integrates unit areas having similar traffic characteristics on the basis of the measurement results of the traffic characteristic obtained per unit area, and thereby reorganizes geography-dependent area organization into traffic characteristic-dependent area organization. A traffic prediction unit 3 predicts the number of calls in the future per unit area on the basis of actual values of the call number C obtained per unit area. A predicted traffic total volume calculation unit 4 calculates the total volume of predicted traffic in the future per unit area by multiplying the prediction result of call number by the statistic of traffic volume a call.SELECTED DRAWING: Figure 1
